Overview
The GIZ/EAC Pandemic Preparedness Project (PanPrep) is supporting theEAC Secretariat and the EAC Partner States in the best possible prevention ofand preparedness for outbreaks of dangerous and highly contagious pathogens.
Since 2018, the project has advised and supported the EAC with theestablishment of a regional rapidly deployable expert pool, a regional risk andcrisis communication system, a One-Health coordination system, thesensitization of millions of citizens on cross border transit routes on the
importance of Water, Sanitation and Hygiene and through various outbreaksimulation exercise. As from 2025, the project will follow a request from theEAC secretariate to support the partner states in improving the capacity andquality of decentralized laboratories with a special focus on their ability todiagnose various highly infectious diseases (esp. Mpox, hemorrhagic feverviruses, etc.) while also ensuring the availability and quality of routinelaboratory tests. For this task, the PanPrep team is looking for an expert inthe field of laboratory science/development/quality/systems to strengthen thestaffing strength and the technical expertise of the project.

Job location: Band 4
- Provide technical advice on improving the capacity and quality oflaboratory services in subnational laboratories in EAC Partner States
- Ensure thematically relevant planning tools, strategic and activityplans are prepared with the EAC Secretariat Health Department and relevantTechnical Working Groups
- Ensure the timely implementation of all planned activities, assuring EACand GIZ standards and procedures are adhered to.
- Manage and guide consultants or grantees who support the output oflaboratory strengthening together with the project manager
- Contribute to communication products, including social media, related tothe activities of the output on laboratory strengthening
- Ensure that all agreed M&E tools for the project output oflaboratory strengthening are applied and regularly updated as required
- Establish a structure to regularly update the responsible colleagues ofthe EAC Health Department on progress in the output
- Ensure that all relevant information is shared with the designatedcolleagues and electronically archived in line with GIZ filing requirements
Main Tasks:
- Advise the EAC Secretariat and EAC Partner States’ responsible staff anddesign measures to strengthen laboratory capacity and quality at subnationallevel in EAC Partner States.
- In cooperation with the PanPrep project manager, colleagues and incoordination with other technical experts (e.g. consultants, grantees), plan,implement and document assessments, meetings, workshops, training courses and
other project activities with a focus on technical and administrative aspects
in line with the agreed workplan.
- Contribute to the monitoring and evaluation of the project, bymonitoring and reporting of the progress of the agreed implementation/activityplans and adjusting where necessary to achieve the set goals under the project output on laboratory strengthening, and assist to coordination relevant operational health research, as required.
- Monitor and the use of available and agreed funding for the output andensure alignment with given resource framework
- Support the preparation and implementation of relevant EAC meetings inline with procedures of the EAC, as required (e.g. technical working groupmeetings, expert working group meetings, sector council of ministers of health
meetings, EAC summits, etc.)
- Contribute to knowledge management of the project by constantly sharingrelevant information in the team and supporting documentation throughelectronic archiving. Maintain and very good working relation with other relevant organizations in the field of developing the laboratory capacity and quality in the region, esp. with WHO Afro, Africa CDC and African Society forLaboratory Medicine (ASLM).
- Maintain a very close working relationship with the EAC/KfW MobileLaboratories Project to ensure synergies and harmonization and to avoidoverlaps.
- Prepare documents and contribute to thepreparation of external or internal communication products like progressreports, web articles, social media messaging, etc.
- Perform any other duties as may be assigned fromtime to time by the project manager.
Education and Qualification
- Bachelor’sdegree in laboratory medicine, biomedical science, microbiology or relatedfield 8 years of experience working inmedical laboratories in the East African region
- 5 years of experience working in aresponsible position/function in international development cooperation
- 2 years of experience working withgovernment entities in the health sector or Regional Economic Communities
- Outstanding interpersonal skills,including willingness for working in teams, and proven communication skills
- Problem-solving attitude and capacitiesto work in politically sensitive environment and to manage and navigatestressful or challenging situations with patience.
- Proficiency in at least 2 of the threeofficial EAC languages (English, French, Kiswahili)
